    August 12, 2019 - Uniform law commissioners from around the country met in Anchorage, Alaska for the 128th Annual Meeting of the Uniform Law Commission (ULC), held from July 12 through July 18. In addition to the approval of five new uniform acts, there were four new study committees appointed, three new drafting committees appointed, and a new slate of officers elected.

    Anita Ramasastry, Law Professor at the University of Washington School of Law and Washington uniform law commissioner since 2002, concluded her 2-year term as ULC President at the meeting. "I have been honored to serve as President of this distinguished organization for the past two years," said Commissioner Ramasastry.  "As President, I saw firsthand the time and dedication that uniform law commissioners devote to the important work of this organization.  This is truly an extraordinary group of people, and I remain in awe of their commitment to the mission of the Uniform Law Commission.  For all the support I received – from commissioners, from my colleagues at UW Law School and from my family - I am eternally grateful."

    Highlights from the annual meeting include:

    Five new uniform acts were approved:

    Four new study committees were approved:

    • Study Committee on Default Judgments in Debt Collection Cases
    • Study Committee on Fines and Fees
    • Study Committee on Special Deposits
    • Study Committee on Third-Party Funding of Litigation

    Three new drafting committees were approved:

    • Drafting Committee on Collection and Use of Personally Identifiable Data
    • Drafting Committee on Registration and Licensing of Direct-to-Consumer Sales of Wine and Prevention of Illegal Sales
    • Drafting Committee to Revise the Uniform Common Interest Ownership Act and the Uniform Condominium Act

    ULC officers for 2019-2020 were also elected:

    • ULC President: Carl H. Lisman, Vermont
    • ULC Vice President: William Breetz, Connecticut
    • ULC Secretary: Martha T. Starkey, Indiana
    • ULC Treasurer: Thomas J. Buiteweg, Michigan

    Other leadership positions include:

    • Chair, ULC Executive Committee: Dan Robbins, California
    • Chair, ULC Scope and Program Committee: Tim Berg, Arizona
    • Chair, ULC Legislative Committee: Steve Wilborn, Kentucky

    The ULC, now in its 128th year, comprises more than 350 practicing lawyers, governmental lawyers, judges, law professors, and lawyer-legislators from every state, the District of Columbia, Puerto Rico and the U.S. Virgin Islands.  Commissioners are appointed by their states to draft and promote enactment of uniform laws that are designed to solve problems common to all the states.

    After receiving the ULC's seal of approval, a uniform act is officially promulgated for consideration by the states, and legislatures are urged to adopt it.  Since its inception in 1892, the ULC has been responsible for more than 200 acts, among them such bulwarks of state statutory law as the Uniform Commercial Code, the Uniform Probate Code, the Uniform Partnership Act, and the Uniform Interstate Family Support Act.
